Ofgem consults on market facilitator delivery body

On Wednesday 13 December, Ofgem published a consultation to consider the best suited entity for the market facilitator role. This follows the regulators previous call for input and consultation on developing local flexibility market arrangements and a market facilitator role, which would entail an expert entity having a mandate to grow and develop local flexibility markets. There was strong support for the Future System Operator (FSO) to take on the role, however some respondents suggested that Elexon should be considered. Consequently, Ofgem is seeking input on whether Elexon or the FSO is best suited to take on the role, the considerations for both options and design principles for the market facilitator. Views are requested by 7 February 2024. After the consultation has closed, the regulator said that it will aim to make a decision in spring 2024 and is expecting the facilitator to be operational in late 2025 or early 2026 at the latest.
